Yes. This cleanser emulsifies excess sebum without drying skin out. Dehydrated skin may trigger excess oil production which can further worsen acne / breakouts. A gentle, non-dehydrating cleanser can calm skin down.

Can it be used to remove makeup?

The combination of emulsifiers & surfactants in the formula can emulsify makeup & sunscreen. However, you might need to double cleanse if your makeup or sunscreen is heavy on silicones & waxes
